The Malaysia Division Council remains the primary touch point for members with a key focus on member engagement and advocacy of our brand.
The Council aims to further the interests of members of CPA Australia in the region, subject to the jurisdiction of the board, and the administrative control of the chief executive officer and his or the Board nominees and assigns.

Gark Chee Jin FCPA (Aust.) – Deputy President

Gark is Cypress Semiconductor Malaysia’s Managing Director and Director Controller for worldwide accounting and financial services. He has more than 23 years of experience in the industry and prior to joining Cypress Semiconductor, he had various exposures spanning from audit assurance to local PLC and MNC, and held a range of finance operation positions with Western Digital, Dell, Komag, Globetronics and KPMG. Gark received his bachelor’s degree in business (accounting and finance) from Deakin University, FCPA from CPA Australia, and CA from Malaysian Institute of Accountants.
Jimmy Lai FCPA (Aust.) – Deputy President

Jimmy has more than 20 years of experience in the financial advisory and assurance services. He has been a Partner with Deloitte Malaysia for more than 10 years. He has been involved in the audits of local subsidiaries of large multinational corporations and public listed companies in various industries. His experience also includes leading assignments related to outsourced internal audits, initial public offerings, corporate restructuring, mergers and acquisitions, due diligence, valuation and financial modelling.

Dato’ Mohammad Azlan Abdullah has 27 years’ experience in corporate recovery, project and corporate finance, internal audit, business operations, sales and marketing, merger and acquisition and general management, of which he has spent 17 years in a senior management capacity in the media and highway concessionaire industry.
Bryan Chung FCPA (Aust.) – Councillor
Managing Director, Cadence Venture Capital

Bryan is the Managing Director at Cadence Venture Capital, an investment management company registered with Securities Commission Malaysia (SC), mandated to manage a fund on fintech and marketplace in SEA region. He’s an independent director of a Singapore Exchange (SGX) listed company and a member of the Singapore Institute of Directors. He was previously COO of a licensed equity crowd funding platform and board member of an e-wallet licensed by Bank Negara Malaysia.
Prior to that, he was partner in a regional venture capital firm and VP of a local corporate advisory firm, managing and executing transactions as well as investments and incubation in the SEA region. A graduate of Monash University, he is a Fellow of CPA Australia and CIMA. He spearheads CPA Australia Malaysia Division's Digital Transformation Committee and is also part of the Digital Technology Implementation Committee at Malaysian Institute of Accountants.
Koh Ree Nie CPA (Aust.) – Councillor

Ree Nie has more than 15 years of experience within KPMG. She has led many audit assignments in various industries and was also involved in various corporate exercises, which involved the review of profit and cash flow forecasts, accountants' report, initial public offerings and due diligence reviews.
Professor Dr Zulkifflee Mohamed FCPA (Aust.) – Councillor
Deputy Vice Chancellor of Academic Affairs, Universiti Tun Abdul Razak (UNIRAZAK) Malaysia
Prof. Dr. Zulkifflee Mohamed is the Deputy Vice Chancellor (DVC) for Universiti Tun Abdul Razak (UNIRAZAK) Malaysia. Prof. Zulkifflee holds a Ph.D. in Management from Multimedia University (MMU) Malaysia and a Master of Accountancy from Mara University of Technology (UiTM) Malaysia. He was with PwC Malaysia as an external auditor before becoming an accounting and auditing lecturer at Universiti Teknologi Malaysia (UTM), UiTM, MMU and UNIRAZAK.
Prof. Zulkifflee’s primary research areas of interest include corporate governance, auditing, financial accounting and reporting, corporate social responsibility, accounting information systems and accounting education. Prof. Zulkifflee is the author of several books including Internal Audit Practices in Malaysia and Cost Accounting for Services Industries.
Tan Lay Keng FCPA (Aust.) – Councillor

Lay Keng is a Partner and Practice Leader of EY’s People Advisory Services – Global Mobility practice in Malaysia. She is also the China Overseas Investment Network Leader for EY Malaysia. She has more than 30 years of professional experience in corporate and personal taxation. Her experience covers a wide range of industries including oil and gas, telecommunications, technology, professional services, financial services, manufacturing, trading, and real estate. Lay Keng is also a member of MIA and a fellow member of CTIM.
Toh Beng Siew FCPA (Aust.) – Councillor

Toh Beng Siew is the Chief Financial Officer of IBM Malaysia. Prior to this, she was the Head of IBM’s Regional Accounting Center in Kuala Lumpur covering the Asia Pacific region. Over the past 25 years, Beng Siew has held operational, financial and management accounting roles that provide support to various segments of the IBM business including consolidation, controls, revenue, cost, expense, balance sheet, tax and statutory reporting. She is a sought-after speaker at local and regional conferences where she speaks about the impact of technology on the accounting and finance profession. Beng Siew is currently leading the Global Business Services Task Force in CPA Australia and is a member of the Malaysian Institute of Accountants.
Surin Segar FCPA (Aust.) – Councillor
Head, Group Tax & Performance Reporting, Maybank
Surin Segar, a graduate of RMIT University, Australia was appointed as the Head, Group Tax of Maybank on 1 July 2009. He assumed the role of Head Group Performance Reporting, Enterprise Investment Management & Tax on 1 October 2016. Prior to joining Maybank, Surin served Ernst & Young Tax Consultants Sdn Bhd from 2001 to 2009 and his last position was Director. He was also at PwC Tax Services Sdn Bhd from 1996 to 2001.
During his tenure in the professional services industry, he was predominantly involved in the financial services sector. Surin is currently a board member of Maybank Shared Services Sdn Bhd, a MSC Malaysia company.
Jagdev Singh FCPA (Aust.) – Councillor
Partner, PwC Malaysia
Jagdev currently heads the Tax Practice of PwC Malaysia. He has more than 20 years’ experience in handling a vast variety of tax and transfer pricing consulting assignments, including two years on assignment in London. He specialises in assisting multinational companies and local conglomerates with corporate international tax planning, developing pricing policies and representation before the local tax authorities with respect to tax and transfer pricing audits and investigations, mutual agreement procedures and advance pricing arrangements. He also works closely with a range of Malaysian regulatory authorities to contribute towards the development of government policies and legislation.
