The Northern Strategic Advisory Committee (NVAC) was established with the aim of supporting CPA Australia in serving and representing Vietnam-based member interests through enhancement of skills, qualifications and professionalism.

With more than 20 years of professional experience with PwC, Quynh Van is the General Director of PwC Vietnam and Head of Tax and Legal Services. Quynh Van is also the Vice Chairwoman of Vietnam Tax Consultants’ Association (VTCA). Quynh Van has been actively involved in promoting the accountancy and tax consultancy profession in Vietnam through public speaking and participation in various events with universities and students. She has been a member of the Advisory Board of CPA Australia for two terms. Quynh Van was awarded the Certificate of Merit by the Prime Minister in 2013 for her significant contribution to the tax profession in Vietnam.

Phillip Dowler

Mr Phillip Dowler is responsible for positioning RMIT Vietnam with government, industry and the professions, and working with staff members across the Hanoi campus to foster the development of RMIT Vietnam in Hanoi. He brings extensive experience in liaising with government, public sector agencies and industry to the position with over 20 years’ senior management experience. His experience in high profile roles prior to coming to Vietnam involves substantial collaboration with public safety and emergency services and at time in operations that attracted a high level of public and media interest.

Mr Dowler is a graduate of the Australian Institute of Company Directors program, a holder of a Masters degree in Commerce from the University of New England, Graduate Certificate in Risk Management, and Graduate Certificate in Tertiary Learning. Phillip was awarded a medal in the Order of Australia in 2015.

Tran Phu Son

Mr. Son is currently the Assurance Leader of EY Indochina, covering the Vietnam, Laos, and Cambodia markets. He has more than 19 years of in-depth experience in statutory and financial audits, operational audits under IFRS and VAS, financial due diligence, purchasing and contracting procedures review, training, and financial manual development. His client portfolio is comprised of large state corporations, domestic and international companies in various industries including manufacturing, real estate and hospitality, garment and entertainment.

He holds a Master of Practicing Accounting from Monash University, Australia. He is a member of the Certified Practicing Accountants of Australia and of the Certified Public Accountants of Vietnam.

Bui Tuan Minh

Minh Bui has been one of the youngest partners in the history of Deloitte Vietnam, a member firm of Deloitte Touche Tohmatsu Limited who provides audit, tax, consulting, and advisory services to intra-regional and fast growing companies and enterprises. Minh leads Deloitte Vietnam’s Tax Practice, serving a number of large projects for Deloitte’s clients from all over the world in various industries. His contributions in tax and other advisory areas have produced measurable and continuing impact on many clients with their business investment in Vietnam.

Since 2000, Minh has held various positions in Deloitte Vietnam Tax Practice, serving large and prestigious multi-national clients with merger and acquisition, market entry, inbound and outbound taxation, tax planning and compliance, tax controversy and in-depth advisory services. He has been a most versatile leader, leading numerous Deloitte’s initiatives that have repeatedly proven success during his tenure.

Minh has been actively involved speaking at seminars with university students, young professionals and foreign experts on the area of Vietnamese taxation and foreign investment environment in Vietnam. Minh has been a great advocate for governmental reforms and his participation in Project 30 – Reforms in Administrative Process and Procedures directly under the leadership of Vietnamese Prime Minister has been highly praised and awarded.

Minh received a Bachelor Degree in Accounting and Finance (Vietnam) and is a certificated accountant by CPA Australia and CPA Vietnam. He is member of Vietnam Tax Consultants’ Association (VTCA), also member of Tax Working Group of Vietnam Business Forum.

Can Van Luc

Dr Luc Can has had an extensive career in the financial services industry for over 20 years, going through various senior positions prior to his current one, from Officer of International Banking to Head of International Banking, Head of Securities and Trade Finance at BIDV Head Office, Deputy General Manager of BIDV Transaction Center I, then Executive Vice President and General Manager of BIDV Transaction Center III. Dr Luc was the only Vietnamese having received the prestigious Australia-Asia Award to undertake his doctoral program in Business Administration (DBA) at Monash University (Australia) in 2003. He completed his DBA in 2007 and then obtained a (Fulbright) Humphrey Fellowship and was a Harvard Senior Fellow in the USA during 2007-2009. Dr. Luc is also a university lecturer, a prolific contributor to international finance journals, a key speaker at various conferences and TV commentary programs, and is currently Senior Executive Vice President of the Bank for Investment and Development of Vietnam (BIDV) & Director of BIDV Training School. Dr Luc was also an honour scholar of the International Monetary Fund and the Federal Reserve of Boston in 2008. He is also a past Chairman of the Vietnamese Graduates from Australia Club. He has a number of articles published in the Journal of Financial Services Research, Journal of Asia-Pacific Economy, Journal of Asset Management, China Economic Review and Vikalpa. He has received numerous achievement awards for his outstanding academic performance in his academic studies, for his management roles at BIDV, and his contribution to research.

Dr Luc Can is also a Member of the Vietnam National Fiscal and Monetary Policy Advisory Council and Member of Vietnam National Committee for Pacific Economic Cooperation (VNCPEC).

Bui Thi Thanh Huong

Mrs. Huong is currently Deputy CEO and Chief Financial Officer of TPBank, with many years of in-depth experience in finance and banking. Previously, she has held many key management positions, including Vice-Director of Finance Division and Chief Accountant at SeABank.

Prior to working in banking, Mrs Huong worked at Accounting and Auditing Service Company (AASC) as auditor. She has in-depth knowledge of auditing and accounting in accordance with the Vietnamese Accounting Standards and International Accounting Standards.

She holds Master degree in Business Administration from France Vietnam Centre for Management Education (CFVG) and other recognised certificates, such as CPA certificate issued by the Ministry of Finance of Vietnam, Chief accountant, Certificate of stock profession.

Hoang Thuy Duong

Duong has been with KPMG for almost 17 years, including with KPMG Australia for 15 months in Global Transfer Pricing Services (GTPS) and Corporate Tax. Duong is leading KPMG’s Integrated International Tax advisory group in Vietnam, advising on Global Transfer Pricing, International Tax, Trade and Customs.

Duong has advised numerous multinationals on tax, customs and transfer pricing planning, compliance and dispute resolution, supply chain tax planning, business restructuring and provided tax due diligence and structuring advice on a number of corporate transactions in various sectors including Industrials, Automotive, Consumers, Financial Services, Infrastructure, Information Technology, Japanese Market, and a number of other sectors.

Duong is the Lead Partner advising on a multi-billion USD infrastructure project.

Le Thi Yuet Nhung

Ms. Nhung is a member of the Executive Board of Directors of the Accounting and Auditing Policy Department (AAPD), Ministry of Finance. The Department is responsible for drafting legal regulations on accounting and auditing, including issuing accounting standards and auditing standards. This Department also plays the role of an agency which licenses and oversees the operations of accounting and auditing firms, practicing auditors and practicing accountants.

Ms. Nhung has over 21 years’ experience working at the Ministry of Finance in various areas such as: corporate accounting, public sector accounting and auditing. She holds CPA Vietnam and CPA Australia. At AAPD, Nhung is responsible for overseeing regulation of auditing, including licensing and inspections, enforcement of auditing standards and other policy matters. Currently, she is the Vice Chairwoman of Vietnam Association of Certified Public Accountants (VACPA).

Ms. Nhung is also the Chairwoman of the Monitoring Committee of Vietnam in implementing the Mutual Recognition Agreement on Accountancy Services within ASEAN and she is a member of the ASEAN Chartered Professional Accountant Coordinating Committee (ACPACC).
