The Divisional Councils key role is member engagement and local support for CPA Australia and maintaining the integrity of the designation. Divisional Councils are an important conduit between the members and CPA Australia’s Board and the organisation more broadly. Depending on the size and complexity of the Division, regional committee branches, speciality interest and sector committees or networks may support the work of Divisional Councils in member engagement and advocacy activities. Divisional Councillors are elected by the membership in the Division, usually to a three-year term.

Chng Lay Chew

Lay Chew Chng FCPA (Aust.) – President

Chief Financial Officer, Singapore Exchange

Lay Chew is Chief Financial Officer of the Singapore Exchange, a stock and derivatives market operator, where he oversees Finance, Treasury and Investor Relations functions. He has more than 30 years’ experience in accounting, financial management and leadership in leading banks DBS and JP Morgan. He is also an Advisory Board member of the Singapore Management University’s School of Accountancy.

Max Loh

Max has more than 29 years of audit and business advisory experience across a broad range of industries. He sits on the board of several statutory boards such as accounting and corporate regulatory authority, health sciences authority, enterprise Singapore and Singapore Polytechnic. Max graduated from the National University of Singapore with honours.

Anthony James Alizzi

Tony has worked for HP for more than 20 years covering a variety of roles, including Asia-Pacific CFO. Tony has held senior regional finance roles in the financial services, management consulting, media, legal and technology sectors. Tony is a member of Australian Institute of Company Directors and holds an interest on the effect of technology on the accounting profession.

Cheung Pui Yuen

Pui Yuen Cheung FCPA (Aust.) – Councillor

Pui Yuen has substantial experience advising multinational corporations and local companies across many industries. Beyond audit engagements, he assists companies to list on the Singapore Exchange and handles cross-border financial due diligence assignments. Pui Yuen holds senior appointments within Deloitte and is also Deputy Chairman of the Singapore Accounting Standards Council.

Chia-Tern Huey Min

Huey Min Chia-Tern FCPA (Aust.) – Councillor

Huey Min oversees International Tax Affairs and Relations, Investigation and Forensics, as well as divisions responsible for indirect taxes, including GST, Property Tax & Stamp Duties, at IRAS. She is also Singapore’s representative to the OECD’s Committee of Fiscal Affairs and Chair of the Peer Review Group of the Global Forum on Transparency and Exchange of Information for tax purposes.

Ho Yew Kee

Yew Kee is Professor and Associate Provost at the Singapore Institute of Technology and an accountant by training. He serves the community through committees of hospitals and charities.

Koh Kah Sek

Kah Sek is responsible for corporate finance, treasury, overseas investments, risk management and capital management functions. She also advises family-owned businesses in professionalising their businesses, and developing succession plans and exit strategies.

Lee Wee Jean

Pang Thye has more than 20 years’ experience in audit and advisory services. He previously served as Head of Audit, Head of Infrastructure, and Head of Risk Consulting at KPMG Singapore, and Head of Accounting Advisory Services at KPMG Asia Pacific. He has led audits for large complex institutions in Singapore and the Asia-Pacific.
