The Divisional Councils key role is member engagement and local support for CPA Australia and maintaining the integrity of the designation. Divisional Councils are an important conduit between the members and CPA Australia’s Board and the organisation more broadly. Depending on the size and complexity of the Division, regional committee branches, speciality interest and sector committees or networks may support the work of Divisional Councils in member engagement and advocacy activities. Divisional Councillors are elected by the membership in the Division, usually to a three-year term.

Bryan Chung

Bryan is the Managing Director at Cadence Venture Capital, an investment management company registered with Securities Commission Malaysia (SC), mandated to manage a fund on fintech and marketplace in SEA region. He’s an independent director of a Singapore Exchange (SGX) listed company and a member of the Singapore Institute of Directors. He was previously COO of a licensed equity crowd funding platform and board member of an e-wallet licensed by Bank Negara Malaysia.

Prior to that, he was partner in a regional venture capital firm and VP of a local corporate advisory firm, managing and executing transactions as well as investments and incubation in the SEA region. A graduate of Monash University, he is a Fellow of CPA Australia and CIMA. He spearheads CPA Australia Malaysia Division's Digital Transformation Committee and is also part of the Digital Technology Implementation Committee at Malaysian Institute of Accountants.

Koh Ree Nie

Professor Dr Zulkifflee Mohamed FCPA (Aust.) – Councillor

Prof. Zulkifflee holds a Ph.D. in Management from Multimedia University (MMU) Malaysia and a Master of Accountancy from Mara University of Technology (UiTM) Malaysia. He was with PwC Malaysia as an external auditor before becoming an accounting and auditing lecturer at Universiti Teknologi Malaysia (UTM), UiTM, MMU and UNIRAZAK.

Prof. Zulkifflee’s primary research areas of interest include corporate governance, auditing, financial accounting and reporting, corporate social responsibility, accounting information systems and accounting education. Prof. Zulkifflee is the author of several books including Internal Audit Practices in Malaysia and Cost Accounting for Services Industries.

Tan Lay Keng

Lay Keng is a Partner and Practice Leader of EY’s People Advisory Services – Global Mobility practice in Malaysia. She is also the China Overseas Investment Network Leader for EY Malaysia. Her experience covers a wide range of industries including oil and gas, telecommunications, technology, professional services, financial services, manufacturing, trading, and real estate. Lay Keng is also a member of MIA and a fellow member of CTIM.

Beng Siew Toh

Beng Siew Toh FCPA (Aust.) – Councillor

Beng Siew is currently IBM's Finance Leader of Systems and Cloud & Cognitive Solutions for Asia Pacific, Japan and the Greater China Group. She was recently the Chief Financial Officer of IBM Malaysia, respected by its business leaders and team for being the pillar for all internal IBM operations to drive business and growth. She regularly meets clients to share IBM's Finance & Accounting, and shared service transformation.

Prior to this, she was the Head of IBM’s Regional Accounting Centre in Kuala Lumpur covering the Asia Pacific region. Over the past 27 years, Beng Siew has held operational, financial and management accounting roles that provide support to various segments of the IBM business including consolidation, controls, revenue, cost, expense, balance sheet, tax and statutory reporting. She is a sought-after speaker at local and regional conferences where she speaks about the impact of technology on the accounting and finance profession. Beng Siew is currently leading the Global Business Services Task Force in CPA Australia and is a member of the Malaysian Institute of Accountants.

Surin Segar

Surin Segar, a graduate of RMIT University, Australia was appointed as the Head, Group Tax of Maybank on 1 July 2009. He assumed the role of Head Group Performance Reporting and Enterprise Investment Management for a period of 2 years to gain an in-depth understanding of data and its various uses. He was appointed as the Chief Financial Officer of Maybank Foundation and Maybank Labuan Foundation to oversee its finance and compliance functions. Prior to joining Maybank, Surin served Ernst & Young Tax Consultants Sdn Bhd from 2001 to 2009 and his last position was Director.

He was also at PwC Tax Services Sdn Bhd from 1996 to 2001. Surin is currently a board member of Maybank Shared Services Sdn Bhd, a MSC Malaysia company, PT Properindo an Investment Holding Company in Indonesia and various other intermediary companies within the Group.

Jagdev Singh

Jagdev currently heads the Tax Practice of PwC Malaysia. He has more than 20 years’ experience in handling a vast variety of tax and transfer pricing consulting assignments, including two years on assignment in London. He specialises in assisting multinational companies and local conglomerates with corporate international tax planning, developing pricing policies and representation before the local tax authorities with respect to tax and transfer pricing audits and investigations, mutual agreement procedures and advance pricing arrangements. He also works closely with a range of Malaysian regulatory authorities to contribute towards the development of government policies and legislation.
