This research was designed to assist in understanding whether financial services reform is achieving its objectives after its first year of operation, particularly from a consumer perspective.

The primary research questions were:

• What is the impact of the Financial Services Reform Act (FSRA)?
• Are there widespread quality issues with advice provided outside of FSRA?
